Wildfires pose a serious threat to the natural environment. Nevertheless every years hundreds, if not thousands, of hectares succumb to fire action, motivated by natural causes as well as human malice and disillusionment. To combat this scourge, in Andalusia we have Law 5/1999, of June 29, on the prevention and fight against forest fires. In accordance with article 42 of that law, developments located in Danger Zones must have their corresponding Self-Protection Plan.
What is a Self-Protection Plan?
The Self-Protection Plan aims to establish the necessary measures and actions for the fight against forest fires and the care of emergencies arising from them due to the developments located in Danger Zones, in order to collect all the risks affecting urbanization and all measures to prevent, detect and act in the event of a forest fire. The Self-Protection Plan for each urbanization to coordinate with the municipality’s Emergency Plan.
On the other hand, it is stipulated that the minimum content of this document should include its reference scope, the surveillance and detection activities envisaged in addition to those included in the Local Forest Fire Emergency Plans, the organization of available material and human resources, and protective measures, intervention of foreign aid and evacuation of affected persons.
Finally, it should be added that, according to this Law, the Self-Protection Plans must be drawn up, on a mandatory basis and under their responsibility, by the owners, associations or urban planning entities collaborating or representatives of the urbanization located in the Danger Zone. For inclusion in the Local Forest Fire Emergency Plans, self-protection plans must be presented in the appropriate municipality, as it is up to the Local Authorities to approve the Self-Protection Plans.
